GSSI Solutions
is seeking an Oracle Database Administrator (DBA) with 3 to 7 years of experience to join our team supporting our client the Government Publishing Office (GPO) . Work will be performed remotely per the GPO’s IT Security policy and regulations.
The Oracle Database Administrator (DBA) is responsible for the installation, configuration, administration, performance tuning, and security management of Oracle Database environments (12c, 19c, and 21c) supporting GPO enterprise applications, including legacy publishing platforms and modernized agency systems. The incumbent will administer Oracle Real Application Clusters (RAC), Data Guard, and related Oracle technologies to ensure high availability, data integrity, and compliance with applicable federal security standards. This position operates within GPO's structured IT governance and change management framework and interfaces directly with application teams and the Senior DBA Lead.
KEY RESPONSIBILITIES
● Install, patch, upgrade, and configure Oracle Database 12c, 19c, and 21c environments on Red Hat Enterprise Linux (RHEL) and Oracle Linux platforms, adhering to GPO-approved configuration baselines and CIS Oracle Database Benchmarks.
● Administer Oracle Real Application Clusters (RAC) and Oracle Clusterware (Grid Infrastructure) to support high-availability production database environments; manage cluster resources, VIPs, SCAN listeners, and ASM disk groups.
● Administer Oracle Data Guard primary and standby configurations for disaster recovery; perform switchover and failover testing per GPO BCP schedules; validate standby redo log apply rates and gap resolution procedures.
● Perform daily database health checks: tablespace utilization and autoextend monitoring, alert log and trace file review, scheduled job completion verification, and ASM disk group status review.
● Develop, maintain, and refine RMAN (Recovery Manager) backup strategies, including full, incremental level 0 and level 1 backups, archive log management, and catalog maintenance; conduct quarterly disaster recovery exercises per GPO BCP requirements and document all results.
● Implement and enforce Oracle database security controls: user and role management, row-level security, Oracle Audit Vault and Database Firewall (AVDF) configuration, Transparent Data Encryption (TDE) for data at rest, and network encryption for data in transit, aligned to NIST SP 800-53 controls.
● Tune Oracle database performance using Automatic Workload Repository (AWR) and Active Session History (ASH) reports, Explain Plan analysis, SQL Tuning Advisor, Automatic Database Diagnostic Monitor (ADDM), and manual query optimization techniques.
● Manage Oracle Critical Patch Updates (CPUs) and one-off patches in coordination with the GPO Information System Security Officer (ISSO) and change management process; document patching actions in the configuration management database (CMDB).
● Support Oracle E-Business Suite (EBS) or other Oracle application tiers from a DBA perspective as required: AD utility execution, autoconfig runs, database-tier patching for EBS, and concurrent manager health monitoring.
● Administer Oracle GoldenGate for real-time data replication between production, test, and disaster recovery environments; manage extract, pump, and replicat processes; monitor replication lag and resolve conflicts.
● Collaborate with application development teams on logical and physical schema design, PL/SQL code review, database object naming conventions, sequence management, and database object promotion through environments.
● Support database refresh and cloning cycles: use RMAN duplicate or Data Pump export/import to refresh lower environments (UAT, development, QA) from production in strict compliance with GPO data handling, masking, and sanitization policies.
● Conduct capacity planning activities: analyze ASM disk group growth trends, tablespace utilization projections, SGA/PGA sizing, and SAN/NFS storage provisioning; provide written recommendations to the Senior DBA Lead.
● Create and maintain comprehensive DBA operational documentation including runbooks, standard operating procedures (SOPs), architecture diagrams, Data Guard configurations, and RMAN recovery procedures; keep all documentation current following changes.
● Participate in an on-call rotation for after-hours database incident response per defined SLA tiers; respond to Severity 1 and Severity 2 database incidents within SLA windows and escalate to Senior DBA Lead as required.
REQUIRED QUALIFICATIONS
● Minimum three (3) years of Oracle Database administration experience in a production enterprise environment, with primary experience on Oracle Database 12c or later versions.
● Hands-on production experience with Oracle Real Application Clusters (RAC), Oracle Data Guard primary/standby configurations, and RMAN backup and recovery procedures.
● Proficiency in PL/SQL, SQL*Plus, RMAN scripting, and Oracle Enterprise Manager (OEM) Cloud Control for database monitoring, performance diagnostics, and job scheduling.
● Demonstrated experience applying Oracle Critical Patch Updates (CPUs), PSU/RU patches, and managing Oracle patch lifecycle documentation across multiple database tiers.
● Working knowledge of Oracle Automatic Storage Management (ASM) administration and Oracle Clusterware/Grid Infrastructure management in a production RAC environment.
● Knowledge of NIST SP 800-53 applicable to Oracle database environments, DISA Oracle Database STIG implementation requirements, and Oracle Audit Vault configuration for federal compliance.
● Experience working on Red Hat Enterprise Linux (RHEL) or Oracle Linux operating systems; ability to write and execute basic shell scripts (bash/ksh) for database operational automation.
● Ability to obtain and maintain a federal Public Trust – Moderate Background Investigation (MBI) suitability determination as a condition of employment on this contract.
● U.S. Citizenship required as a condition of employment supporting this Legislative Branch agency contract.
● Demonstrated ability to work effectively within a structured ITSM and change management environment; experience submitting and tracking RFCs and working within defined maintenance windows.
PREFERRED QUALIFICATIONS
● Oracle Certified Professional (OCP) – Oracle Database 19c or Oracle Database 21c, demonstrating validated expert-level knowledge of Oracle database administration concepts and practices.
● Hands-on experience with Oracle Exadata Database Machine administration or Oracle Cloud Infrastructure (OCI) Database Cloud Service deployments.
● Working experience with Oracle GoldenGate for heterogeneous or homogeneous real-time data replication in a production environment.
● Prior experience supporting federal government or Legislative Branch agency IT contracts, with familiarity with federal IT governance and ATO processes.
● Experience with Oracle E-Business Suite (EBS) DBA administration, including AD utilities, autoconfig, patch application, and EBS-specific database parameters.
● Knowledge of Oracle Multitenant architecture including Container Databases (CDB) and Pluggable Databases (PDB) administration, cloning, and lifecycle management.

EDUCATION REQUIREMENTS
Bachelor's degree in Computer Science, Information Technology, Information Systems, or a closely related technical discipline is preferred. An equivalent combination of relevant professional experience, technical training, and industry certifications will be considered in lieu of a formal degree, at the discretion of the contractor and consistent with GPO position qualification standards.
Pay: $110,706.63 - $133,324.11 per year
